TLI (Rail) Rolling Stock Maintainer

Project scope

The Rail IRC proposed this development of a Certificate in Rail Rolling Stock Maintainer due to the increased need by rail transport operators to develop in-house capabilities for the maintenance of rail rolling stock. In the past, rail maintenance has relied on traditional trades for qualified persons to perform these tasks, but with plug-and-play technologies and the need to specialise in the rail sector, it is becoming difficult to recruit competent operators. With rail operators experiencing a skill shortage of in-house maintenance capability, rail network owners need to create a career pathway for rail rolling stock maintainers.

The IRC and Industry identified the need to develop a Qualification for a Rail Rolling Stock Maintainer to incorporate rail (including light rail) technology and part replacement requirements to maintain rail traffic efficiencies. With rail traffic steadily climbing, the rail rolling stock maintainer role is expanding and reliability expectations increasing. Skills and knowledge requirements relating to new automation systems, security and monitoring operations will be included, along with maintainer roles relating to rail traffic to ensure alignment with specific rail and light rail operator requirements.

The Rail IRC will have oversight of this project, which will be facilitated by Australian Industry Standards (AIS) in consultation with industry stakeholders. A Technical Advisory Committee (TAC) will be formed to provide subject matter expertise for the development of Training Package materials.

The Rail IRC will undertake broad consultations with rail industry stakeholders throughout the project’s duration. Additional consultation and engagement will be undertaken on the IRCs behalf with State Training Authorities and other key industry stakeholders, including seeking public feedback and input into development and validation of the material.

Deliverables

The proposal is to:

  • Create one new qualification – Certificate in Rail Rolling Stock Maintenance
  • Review existing TLI and imported units for suitability
  • Develop two new units Units of Competency
  • Create three new skill sets

Timeline

The Case for Endorsement is expected to be submitted to the Australian Industry and Skills Committee by 30 June 2021.

Technical advisory committee

 

TAC ESTABLISHED

 

The Rail Industry Reference Committee has established a Technical Advisory Committee (TAC) for this project.

 

Comprising 17 subject matter experts from Industry, Employer Associations, Union and RTOs, the TAC has been tasked with:

  • Providing specialist industry subject-matter knowledge regarding Rail Rolling Stock Maintenance to the review and development of Units of Competency, qualifications and Skill Sets
  • Validating the technical content of the Training Package products
  • Identifying relevant qualitative and quantitative data sources to inform the development of draft materials
  • Reviewing feedback from stakeholders through public consultations
  • Assisting in identifying and engaging broader industry networks to participate in consultation and/or validation activities during the duration of the project
  • Offering advice and guidance to assist in informing the direction of the project throughout its duration.
  • Making recommendations on the developed Training Package materials to the relevant IRC, which has the final decision-making authority

 

The TAC held its first meeting on Tuesday, 27 October 2020.

INDUSTRY SUBJECT MATTER EXPERTS NEEDED

 

Work on this project has commenced and the Rail IRC is forming a TAC.  

 

Your industry expertise and insight is welcome to help develop a new Certificate in Rail Rolling Stock Maintainer Qualification, two new Units of Competency and three Skill Sets, that will enable rail transport operators to develop in-house basic maintenance capabilities for rail rolling stock and preventative maintenance.

Consultation

 

25 JANUARY 2020

DRAFT MATERIAL

 

On behalf of the Rail Industry Reference Committee, the Technical Advisory Committee for the Rail Rolling Stock Maintainer project have drafted materials for the Transport & Logistics Training Package and is requesting stakeholder feedback.

 

The TAC developed a new qualification that will create a career pathway for rolling stock maintainers and enable operators to develop in-house capabilities for preventative maintenance of rolling stock. The TAC also developed three new Skill Sets and two new Units of Competency.

Quality Assurance

 

7 JUNE 2021

FINAL CASE FOR ENDORSEMENT

 

The draft Training Package materials have undergone independent edit and quality assurance and have been updated to incorporate recent technology advancements and align with applicable regulatory requirements.

 

This project has developed one new qualification, two new Units of Competency and three new Skill Sets and revised an existing Skill Set.

 

The Certificate II in Rail Rolling Stock Maintenance was developed to create a career pathway for rolling stock maintenance workers and enable operators to develop in-house capabilities.

 

The Case for Endorsement is scheduled to be submitted to the AISC in June 2021.

 

Validation

FINAL DRAFT MATERIAL

 

On behalf of the Rail Industry Reference Committee, the Technical Advisory Committee for the Rail Rolling Stock Maintainer project has considered all stakeholder feedback and is now seeking validation of revised draft materials.

 

The TAC developed a new Certificate II in Rail Rolling Stock Maintenance that will create a career pathway for rolling stock maintenance workers and enable operators to develop in-house capabilities. The TAC also developed three new Skill Sets and two new Units of Competency.

Endorsement

23 NOVEMBER 2021

 

The Transport and Logistics Training Package Release 10.0 has been endorsed by the Skills Ministers for implementation.

 

This project developed one new qualification, two new Units of Competency and three new Skill Sets and revised an existing Skill Set.

 

The Certificate II in Rolling Stock Maintenance was developed to create a career pathway for rolling stock maintenance workers and enable operators to develop in-house capabilities.

 

To support the delivery of the Training Package, a Companion Volume Implementation Guide (CVIG) has been developed to assist assessors, trainers, Registered Training Organisations (RTOs) and enterprises. The CVIG contains a comprehensive list of all products in the Training Package; mapping information which details the changes that have been made to the materials; regulation and licensing implications; and useful links to other information.

 

The endorsed Training Package materials are now available on training.gov.au.
