UEE Variable Refrigerant Flow AC Systems

Project scope

The UEE Electrotechnology Training Package Release 2 finalised transition to the Standards for Training Packages 2012. During this process, stakeholder feedback indicated several new Units of Competency and Skill Sets were needed in response to changes in refrigeration and air-conditioning industry technologies, standards, regulations and practices.

 

This project will develop one new Unit of Competency and one new Skill Set for technicians engaged air conditioning work. This new unit of competency will provide the required generic skills and knowledge to enable technicians to install, commission, service and maintain variable refrigerant flow air conditioning systems from a range of manufacturers. The new unit will be included as an elective in Certificate III in Air-conditioning and Refrigeration.

Timeline

 

The Case for Endorsement is expected to be submitted to the Australian Industry and Skills Committee by 31 July 2021.

A Technical Advisory Committee (TAC) will be formed to provide expertise for this work. If you are a subject matter expert and would like to be considered for the TAC please contact the Industry Manager.

Stakeholder feedback on draft training materials will be sought as part of the development phase of work.

Technical advisory committee

 

TAC ESTABLISHED

 

The Transport and Logistics Industry Reference Committee (IRC) has established a Technical Advisory Committee (TAC) for this project.

 

Comprising 11 subject matter experts from Industry, Employer Associations, equipment manufacturers and RTOs, the TAC has been tasked with:

  • Providing specialist industry subject-matter knowledge regarding variable refrigerant flow AC systems to the review and development of Units of Competency, qualifications and Skill Sets
  • Validating the technical content of the Training Package products
  • Identifying relevant qualitative and quantitative data sources to inform the development of draft materials
  • Reviewing feedback from stakeholders through public consultations
  • Assisting in identifying and engaging broader industry networks to participate in consultation and/or validation activities during the duration of the project
  • Offering advice and guidance to assist in informing the direction of the project throughout its duration.
  • Making recommendations on the developed Training Package materials to the relevant IRC, which has the final decision-making authority

 

The TAC will hold its first meeting on Tuesday, 15 December 2020.

Work on this project has commenced and the Electrotechnology IRC is forming a TAC.

 

Your industry expertise and insight are welcome to help review and develop Training Package materials to:

  • Develop one new Unit of Competency and one new Skill Set for technicians engaged in air conditioning work. This new Unit of Competency will address the required generic skills and knowledge to enable technicians to install, commission, service and maintain variable refrigerant flow air conditioning systems.

DRAFT MATERIAL

 

On behalf of the Electrotechnology Industry Reference Committee, the Technical Advisory Committee (TAC) has drafted materials for this project and is requesting stakeholder feedback.

 

A new variable refrigerant flow AC systems Unit of Competency has been developed to cover the required generic skills and knowledge for technicians to install, commission, service and maintain these systems.

 

The new unit will be included as an elective in Certificate III in Air-conditioning and Refrigeration.

Quality Assurance

FINAL DRAFT CASE FOR ENDORSEMENT

 

The draft Training Package materials have undergone independent edit and quality assurance and have been updated to address skills required to address three distinct areas. First, the skills required of air-conditioning technicians engaged in the inspection, testing and repair of fire and smoke control features of mechanical services systems; and, to install, commission, service and maintain variable refrigerant flow air conditioning systems from a range of manufacturers. Second, the skill needs of electricians engaged in the inspection, testing and maintenance of emergency lighting and alarm systems. Third, safe work practices for electricians engaged in the roof top solar installation. The two renewable energy Units of Competency were developed as part of the UET Renewable Technologies project.

 

The Case for Endorsement is scheduled to be submitted to the AISC in June 2021.

 

Validation

FINAL DRAFT MATERIAL

 

On behalf of the Electrotechnology Industry Reference Committee, the Technical Advisory Committee has considered all stakeholder feedback and is now seeking validation of revised draft materials.

 

A new variable refrigerant flow AC systems Unit of Competency has been developed to cover the required generic skills and knowledge for technicians to install, commission, service and maintain these systems. This unit will be included in a Skill Set, and as an elective in the following qualifications:

  • Certificate III in Air-conditioning and Refrigeration
  • Certificate IV in Air Conditioning and Refrigeration Servicing
  • Certificate IV in Air-conditioning Systems Energy Management and Control
  • Certificate IV in Refrigeration and Air Conditioning Systems
  • Diploma of Electrical and Refrigeration and Air Conditioning
  • Diploma of Air Conditioning and Refrigeration Engineering
  • Advanced Diploma of Air Conditioning and Refrigeration Engineering

Endorsement

The UEE Electrotechnology Training Package Release 3.0 has been endorsed by the Skills Ministers for implementation.

 

The Electrotechnology Industry Reference Committee has led the development of six Units of Competency, six Skill Sets and transitioned one qualification.

 

The updated Training Package addresses three distinct skills needs:

  • Skills required of air-conditioning technicians engaged in the inspection, testing and repair of fire and smoke control features of mechanical services systems; and, to install, commission, service and maintain a range of variable refrigerant flow air conditioning systems.
  • Skill needs of electricians engaged in the inspection, testing and maintenance of emergency lighting and alarm systems.
  • Safe work practices for electricians engaged in roof top solar installation.

 

The Advanced Diploma of Instrumentation and Control Engineering was deleted in Release 2.0 of the UEE Electrotechnology Training Package, but has been transitioned to the 2012 Standards for Training Packages, and reinstated in this release.

 

To support the delivery of the Training Package, a Companion Volume Implementation Guide (CVIG) has been developed to assist assessors, trainers, Registered Training Organisations (RTOs) and enterprises. The CVIG contains a comprehensive list of all products in the Training Package; mapping information which details the changes that have been made to the materials; regulation and licensing implications; and useful links to other information.

 

The endorsed UEE Electrotechnology Training Package Release 3.0 is now available on training.gov.au

Minor changes to a range of UEE Training Package components were made at the same time as products endorsed as part of Release 3.0 was published. This included:

  • Fixing minor errors in 10 Units of Competency
  • Fixing minor errors in 4 Qualifications
  • Adding units to the general electives of 18 Qualifications

At its meeting on 19 August 2021 the AISC approved the Electrotechnology Training Package (Release 3.0) for referral to Skills Ministers for endorsement.
