AVI 3D Computed Tomography Scanning

Project Scope

3D Computed Tomography (CT) scanning is currently undergoing trials in Melbourne and Sydney airports and it is anticipated that civil aviation safety regulations will be revised to cover this new technology.

 

The Aviation Industry Reference Committee (IRC) proposed the development of one new Unit of Competency and one new Skill Set to enhance the vocational skills and professionalisation pathways for transport security protection roles and allied security screening occupations.  New occupational standards will cover advances to technological skills in the area of 3D CT Scanning, and will be aligned to aviation transport security regulatory requirements.

 

VIEW 2019 IRC SKILLS FORECAST

 

The Aviation IRC will have oversight of this project, which will be facilitated by Australian Industry Standards (AIS) in consultation with industry stakeholders. A Technical Advisory Committee (TAC) will be formed to provide subject matter expertise for the development of Training Package materials.

 

Deliverables

A new Unit of Competency to address skills required to conduct 3D Computed Tomography Scanning:

  • AVIO999X Conduct screening using 3D CT scanning techniques

A Skill Set which includes the above unit to provide airport security personnel the opportunity to gain this Skill Set:

  • AVISS9999X 3D Computed Tomography (CT) Scanning Skill Set

 

Timeline

The Case for Endorsement is expected to be submitted to the Australian Industry and Skills Committee by 31 August 2020.

Stakeholder feedback on draft training materials will be sought as part of the development phase of work.

Work on this project has commenced and the Aviation Industry Reference Committee is forming a Technical Advisory Committee (TAC).

 

Your industry expertise and insight is welcome to help develop a 3D Computed Tomography Scanning Skill Set and one new Unit of Competency for aviation security workers in preparation for updated aviation transport regulations.

Summary of development

Draft units, skill sets and/or qualifications are developed in consultation with Subject Matter Experts and industry stakeholders.

 

Initial drafting of Training Package material (Units of Competency, Skill Sets and/or qualifications) is being undertaken by a Technical Advisory Committee established by the IRC. Comprising people with diverse expertise and experience in Aviation, it has ensured that the draft Units are informed by the needs of industry.

 

Consultation

Feedback on draft materials closed on Friday, 6 December 2019 for consideration by the TAC.

The TAC has reviewed feedback and is now seeking validation.

 

Summary of feedback

  • The Victorian STA submitted a report by exception to this Case for Endorsement and did not support the submission of an “orphaned” unit. This is a new unit and housed in a skill set only at this stage. The IRC provided a response in the Case for Endorsement

Quality assurance

The draft Aviation Training Package materials have undergone independent edit and quality assurance.

Final drafts were submitted to the AISC in April 2020.

Approval

At its meeting on 16 June 2020, the AISC approved the Aviation Training Package (Release 6.0) for referral to the Skills Ministers for endorsement.

The Aviation Training Package (Release 6.0) has been endorsed for implementation.

The approved Aviation Training Package (Release 6.0) is now available on Training.gov.au.
