AVI Commercial Pilot Regulatory Update

Project scope

 

The purpose of the project is to review Units of Competency in the Diploma of Aviation (Commercial Pilot Licence – Aeroplane) that contain aspects of ‘spinning’, in particular ‘incipient spin’. These will be updated to address changes to Part 61 Manual of Standards (MOS) Schedule 2 Competency standards and Schedule 5 Flight testing standards.

 

Given the safety risks associated with the application of spinning, it is critical that this is addressed to ensure that training and assessment is appropriate and is consistent with the regulations and standards.

 

VIEW CASE FOR CHANGE

 

The Aviation IRC will have oversight of this project, which will be facilitated by Australian Industry Standards (AIS) in consultation with industry stakeholders. AIS is working with subject matter experts in the development of Training Package materials.

Work on this project has commenced. Existing TAC and subject matter experts have been engaged to provide technical input for the required Training Package development.

DRAFT MATERIAL

 

On behalf of the Aviation Industry Reference Committee, the TAC has drafted materials for this project and is requesting stakeholder feedback.

 

The Commercial Pilot Regulatory Update project has drafted changes to two core Units of Competency in the Diploma of Aviation (Commercial Pilot Licence – Aeroplane) where the term ‘incipient spin’ and related criteria have been amended to address changes to CASA regulations Part 61 Manual of Standards (MOS) Schedule 2 Competency standards and Schedule 5 Flight testing standards.

 

The updated units also impact on two Skill Sets and are included as part of the review. In addition, AVIY0017Y Control aircraft in advanced flight manoeuvres has been updated and moved to the elective bank of the qualification following the deletion of a Skill Set.

 

Feedback closed Tuesday, 7 September 2021.

 

Feedback will be collated and discussed at the next TAC meeting.

FINAL DRAFT MATERIAL

On behalf of the Aviation Industry Reference Committee (IRC), its Technical Advisory Committee (TAC) has considered all stakeholder feedback and revised draft Training Package materials for the Commercial Pilot Regulatory project.

 

The Commercial Pilot Regulatory project has reviewed the Units of Competency in the Diploma of Aviation (Commercial Pilot Licence – Aeroplane) that contain aspects of ‘spinning’, in particular ‘incipient spin’.

 

Feedback closed Friday, 8 October 2021.

 

Feedback will be collated and discussed at the next TAC meeting.

Endorsement

ENDORSEMENT

 

The Aviation Training Package Release 9.0 has been endorsed by Skills Ministers for implementation.

 

The Aviation Industry Reference Committee has led the development of updates to the Diploma of Aviation (Commercial Pilot Licence – Aeroplane), two Skills Sets and three Units of Competency to enhance the safety of pilots when undertaking ‘incipient spin’ manoeuvres.

 

The units have been amended to address changes to CASA regulations Part 61 Manual of Standards (MOS).

 

Two Skill Sets have been updated to incorporate the changes to these units. In addition, AVIY0017Y Control aircraft in advanced flight manoeuvres has been updated and moved to the elective bank of the qualification following the deletion of a previous Skill Set.

 

To support the delivery of the Training Package, a Companion Volume Implementation Guide (CVIG) has been developed to assist assessors, trainers, Registered Training Organisations (RTOs) and enterprises. The CVIG contains a comprehensive list of all products in the Training Package; mapping information which details the changes that have been made to the materials; regulation and licensing implications; and useful links to other information.

 

The endorsed Aviation Training Package Release 9.0 is now available on training.gov.au

At its meeting on 22 February 2022, the AISC approved the Aviation Training Package (Release 9.0) for referral to the Skills Ministers for endorsement.

The Aviation Industry Reference Committee has submitted the Case for Endorsement and draft Training Package materials to the Australian Industry and Skills Committee (AISC) for consideration at its meeting on Tuesday 22 February 2022.
