DEF Explosive Ordnance Skills

Project scope

The Australian Industry and Skills Committee (AISC) has commissioned a project to revise existing qualifications in the DEF Defence Training Package. The project will ensure that Defence’s explosive ordnance skills are aligned with legislative and regulatory requirements, and consistent with industry best-practice.

 

VIEW 2019 IRC SKILLS FORECAST

 

The Public Safety Industry Reference Committee (IRC) will have oversight of this project, which will be facilitated by Australian Industry Standards (AIS) in consultation with industry stakeholders.

 

Deliverables

The project will include:

  • Review of 14 existing qualifications
  • Review of up to 97 existing Units of Competency

 

Timeline

The Case for Endorsement is expected to be submitted to the Australian Industry and Skills Committee by 30 October 2020.

Stakeholder feedback on draft training materials will be sought as part of the development phase of work.

PROJECT COMMENCEMENT

 

The Public Safety IRC is currently working with Defence to revise existing qualifications in the DEF Defence Training Package.

 

As this material is sensitive in nature, initial requests for access to draft DEF Defence Training Package products is by written application only via email to the Industry Manager.

 

7 MARCH 2019

 

A tri-service working group (Air Force, Army and Navy) is being established to form a TAC in Mar-Apr this year, with the review being undertaken in May/early June.

 

 

Consultation

 

13 SEPTEMBER 2019

 

Defence have finalised an internal capability review regarding Explosive Ordnance skills. A working group will be established to form a TAC in the coming months, with submission to the AISC of the final draft materials now likely to be extended to October 2020.

 

Summary of development

 

Draft units, skill sets and/or qualifications are developed in consultation with Subject Matter Experts and industry stakeholders.

 

Initial drafting of Training Package material (Units of Competency, Skill Sets and/or qualifications) is being undertaken by a Technical Advisory Committee established by the IRC. Comprising people with diverse expertise and experience in Defence, it has ensured that the draft Units are informed by the needs of industry.

FINAL DRAFT CASE FOR ENDORSEMENT (RELEASE 3.0)

 

The draft Training Package materials for Release 3.0 have undergone independent edit and quality assurance. As this material is sensitive in nature, initial requests for access to draft DEF Defence Training Package products is by written application only via email to the Industry Manager.

Consultation

 

27 FEBRUARY 2020

 

Review of this material is complete and is now undergoing industry validation. Draft material will not be released publicly. Request for access to this material must be made in writing to the Industry Manager and will be subject to case by case approval from the Department of Defence.

 

Summary of feedback

 

This material was sensitive and not released for public consultation. Stakeholders were advised of the process to request access however no requests were received.

 

 

Endorsement

 

29 OCTOBER 2020

 

The Defence Training Package (Release 3.0) has been endorsed for implementation.

 

The approved Defence Training Package (Release 3.0) is now available on training.gov.au.

 

The Defence Training Package aligns with Defence capability and Commonwealth legislative and regulatory requirements.

 

Qualifications and Skill Sets contained in the Training Package provide effective pathways for individuals moving between jobs and occupational roles of the same nature across the Australian Defence Force, as well as wider Defence personnel and service suppliers.

 

Overall, 18 qualifications and 121 Units of Competency covering Defence Sensor Operations, Range Control, Chaplaincy, Military Justice and Explosive Ordinance have been updated.

 

Six new Skill Sets related to Explosive Ordinance roles were designed to support capabilities in Dangerous Goods, Facilities, Engineering, Supervision and Explosive Ordinance Management.

 

The Certificate IV in Range Control and DEF33115 Certificate III in Sensor Operations were deleted as they are no longer required or delivered.

 

This release reviewed Defence Training Package material relating to the following projects:

 

The following changes have been made in this release:

  • 15 Revised Qualifications
  • 3 Qualifications with minor changes
  • 2 Qualifications deleted
  • 6 new Skill Sets
  • 7 revised Units of Competency
  • 114 Units of Competency with minor changes
  • 19 Units of Competency deleted

 

Approval

 

18 AUGUST 2020

 

At its meeting on the 12 August 2020 the AISC approved the Defence Training Package (Release 3.0) for referral to the Skills Ministers for endorsement.
