DEF Range Control Officer

Project scope

 

This project involves the revision of the Diploma of Range Control and Management and the Range Control Skill Set to address recent changes to the provision of base services relating to management of Defence training areas and ranges.

 

Defence Land Warfare Procedures (General) (LWP (G)) 7-3 Range Orders Series (which governs the use of Australian Defence Force (ADF) live fire ranges) identified several common areas of non-compliance on ranges.  In nearly all range incidents, there has been an element of range staff not following Range Safety Procedures.

 

This review will ensure the skills and knowledge requirements outlined in the qualification addresses current occupational requirements for range control supervisors. In addition, it includes the review of one Skill Set and six Units of Competency, including any superfluous units for deletion from the National Register as part of this project.

 

VIEW CASE FOR CHANGE

 

The Public Safety Industry Reference Committee (IRC) will have oversight of this project, which will be facilitated by Australian Industry Standards (AIS) in consultation with industry stakeholders. A Technical Advisory Committee (TAC) will be formed to provide subject matter expertise for the development of Training Package materials.

TAC ESTABLISHMENT IN PROGRESS

 

The Public Safety Industry Reference Committee is in the process of establishing a Technical Advisory Committee (TAC) for this project. The commencement of the project was delayed from last year (2021) but will get underway in March 2022.

  • To comprise of subject matter experts, the TAC will be tasked with: Providing specialist industry subject-matter knowledge to help review and develop Training Package materials in the revision of the Diploma of Range Control and Management and the Range Control Skill Set to address recent changes to the provision of base services relating to management of Defence training areas and ranges
  • Validating the technical content of the Training Package products
  • Identifying relevant qualitative and quantitative data sources to inform the development of draft materials
  • Reviewing feedback from stakeholders through public consultations
  • Assisting in identifying and engaging broader industry networks to participate in consultation and/or validation activities during the duration of the project
  • Offering advice and guidance to assist in informing the direction of the project throughout its duration
  • Making recommendations on the developed Training Package materials to the relevant IRC, which has the final decision-making authority.

 

The first meeting of the TAC is scheduled for March.

The Public Safety Industry Reference Committee has established a Technical Advisory Committee (TAC) for this project.

 

Comprising two subject matter experts from the Range Control & Management Industry and personnel from Defence, the TAC has been tasked with:

DRAFT MATERIAL

 

On behalf of the Public Safety Industry Reference Committee, its Technical Advisory Committee has drafted Training Package materials for the Defence Range Control Officer project and is requesting stakeholder feedback.

 

The draft materials include updates to the Diploma of Range Control and Management, Range Control Skill Set and six Units of Competency which address recent changes to the provision of base services relating to management of Defence training areas and ranges.

 

Skills and knowledge requirements have been revised to address current occupational requirements for range control supervisors.

 

This material will not be made available publicly during consultation, and access to this material will be authorised by contacting the Industry Skills Specialist and approved by Defence Education, Learning and Training Authority (DELTA).

 

Please submit your feedback by close of business Thursday, 28 April 2022.

 

Feedback will be collated and discussed at the next TAC meeting.

Development work has been completed on draft materials for the Defence Training Package (Release 5.0), addressing priority skills needs of the industry.

 

The Diploma of Range Control and Management, six Units of Competency and one Skill Set have been updated to address recent changes to the provision of base services relating to management of Training Areas and Ranges.

 

This material will not be made publicly available and access to the proposed products need to be authorised by contacting the Industry Skills Specialist and approved by Defence Education, Learning and Training Authority (DELTA).

 

The Case for Endorsement is scheduled to be submitted to the AISC in June 2022.

Skills and knowledge requirements have been revised to address current occupational requirements for Range Control supervisors.

Endorsement

The Defence Training Package Release 5.0 has been endorsed by the Skills Ministers for implementation.

 

The Public Safety Industry Reference Committee has led the development of new and revised materials through the projects below to address priority skills needs for Defence.

 

This project resulted in updates to the Diploma of Range Control and Management, six Units of Competency and one Skill Set to address recent changes to the provision of base services relating to management of Training Areas and Ranges.

 

This area of Defence capability refers to the management of military range sites in any area of land, sea or air that may be designated for military manoeuvres or simulated wartime operations.

 

The range control officer is responsible for the overall management and operation of training areas. Access control and maintenance of many Defence training areas and ranges are tendered to Defence by civilian organisations providing base services contracts.

 

The supervision of staff and contractual oversight is undertaken by senior military personnel. This role is unique within Defence and requires in-depth knowledge of weapon systems, environmental factors, personnel, and contract management.

 

The revised Training Package materials enables skills development of Defence range control operations personnel and supervisors that will help:

  • reduce risk to the safety of Defence and civilian personnel
  • compliance with Defence range control operating standards
  • reduce delays in developing procedures for range control operations
  • reduce operating costs based on inefficiencies with deploying activities
  • compliance with Defence quality standards in range control management.

 

To support the delivery of the Training Package, a Companion Volume Implementation Guide (CVIG) has been developed to assist assessors, trainers, Registered Training Organisations (RTOs) and enterprises. The CVIG contains a comprehensive list of all products in the Training Package; mapping information which details the changes that have been made to the materials; regulation and licensing implications; and useful links to other information.

 

The endorsed Defence Training Package Release 5.0 is now available on training.gov.au
