DEF Test and Evaluation
Project scope
This project is to ensure that the Training Package standards continue to align with recent Defence Test and Evaluation Capability Life Cycle processes at Defence. This will require that the two qualifications in the Defence Training Package are reviewed (Certificate IV and Diploma in Test and Evaluation) including eight Units of Competency that have not been reviewed since 2017.
Defence Chief Capability Development Group and the Defence Director General Test & Evaluation (T&E) has identified that whilst T&E takes place in the physical world (use of model and simulation has been around for many years to design defence equipment) it is becoming increasingly challenging and can be very expensive – depending on what is being tested. Modern defence programmes use increasingly sophisticated digital models and simulations. For example, a digital twin is a virtual model of a process, product, or service, built alongside the actual item, and the digital thread is ultimately paired with the physical equivalent.
The Public Safety Industry Reference Committee (IRC) will have oversight of this project, which will be facilitated by Australian Industry Standards (AIS) in consultation with industry stakeholders. A Technical Advisory Committee (TAC) will be formed to provide subject matter expertise for the development of Training Package materials.

TAC Established

The Public Safety Industry Reference Committee has established a Technical Advisory Committee (TAC) for this project.
Comprising three subject matter experts with Test and Evaluation experience, the TAC has been tasked with:
- Providing specialist industry subject-matter knowledge in the review of two qualifications in the Defence Training Package (Certificate IV and Diploma in Test and Evaluation) to ensure that the Training Package standards continue to align with recent Defence Test and Evaluation Capability Life Cycle processes at Defence.
- Validating the technical content of the Training Package products
- Identifying relevant qualitative and quantitative data sources to inform the development of draft materials
- Reviewing feedback from stakeholders through public consultations
- Assisting in identifying and engaging broader industry networks to participate in consultation and/or validation activities during the duration of the project
- Offering advice and guidance to assist in informing the direction of the project throughout its duration
- Making recommendations on the developed Training Package materials to the relevant IRC, which has the final decision-making authority.
The first meeting of the TAC is scheduled for later in September.

SUBJECT MATTER EXPERTS NEEDED
Work on this project has commenced and the Public Safety Industry Reference Committee (IRC) is forming a Technical Advisory Committee (TAC).
Your industry expertise and insight is welcome to help review and develop Training Package materials to ensure that the Training Package standards continue to align with recent Defence Test and Evaluation Capability Life Cycle processes at Defence. This will require that the two qualifications in the Defence Training Package are reviewed (Certificate IV and Diploma in Test and Evaluation) including eight Units of Competency that have not been reviewed since 2017.
A background in the Defence force, ICT electronics or unit / product testing would be beneficial.

Draft Material
11 JANUARY 2022
On behalf of the Public Safety Industry Reference Committee, in consultation with subject matter experts on the Technical Advisory Committee, draft Training Package materials for the Defence Test and Evaluations project have been finalised.
The Certificate IV and Diploma in Test and Evaluation, and seven Units of Competency have been reviewed and updated to enable Defence personnel who engage in Test and Evaluation to keep pace with changing technology and processes being used in their field. This draft material will not be made available publicly during consultation. Requests to access to the material can be made by contacting the Industry Skills Specialist who will then seek approval by Defence Education, Learning and Training Authority (DELTA).

FINAL DRAFT CASE FOR ENDORSEMENT
Development work has been completed on draft materials for the Defence Training Package (Release 5.0), addressing priority skills needs of the industry.
Draft materials include updates to the Certificate IV and Diploma in Test and Evaluation and seven associated Units of Competency. The changes are aimed at enabling Defence personnel who engage in test and evaluation to keep pace with changing technology and processes used in their field.
This material will not be made publicly available and access to the proposed products need to be authorised by contacting the Industry Skills Specialist and approved by Defence Education, Learning and Training Authority (DELTA).
The Case for Endorsement is scheduled to be submitted to the AISC in June 2022.
Validation

FINAL DRAFT MATERIAL
On behalf of the Public Safety Industry Reference Committee, the Technical Advisory Committee has considered all stakeholder feedback and is now in the process of validating the revised draft materials.
The draft materials include updates to the Certificate IV and Diploma in Test and Evaluation and seven associated Units of Competency.
The changes are aimed at enabling Defence personnel who engage in test and evaluation to keep pace with changing technology and processes used in their field.
This material will not be made available publicly during consultation, and access to this material will be authorised by contacting the Industry Skills Specialist and approved by Defence Education, Learning and Training Authority (DELTA).
Feedback for this second-round validation of material is required by close of business Monday 21 March 2022.

Endorsement

The Defence Training Package Release 5.0 has been endorsed by the Skills Ministers for implementation.
The Public Safety Industry Reference Committee has led the development of new and revised materials through the projects below to address priority skills needs for Defence.
This project resulted in updates to the Certificate IV and Diploma in Test and Evaluation and seven associated Units of Competency, aimed at enabling Defence personnel who engage in test and evaluation to keep pace with changing technology and processes.
Test and Evaluation is a critical aspect of the Defence Capability Life-Cycle process that determines the needs and requirements of the acquisition of resources, in-service implementation, and disposal. The fundamental purpose of Test and Evaluation in a Defence system’s development and acquisition program is to identify the areas of risk to be reduced or eliminated.
To support the delivery of the Training Package, a Companion Volume Implementation Guide (CVIG) has been developed to assist assessors, trainers, Registered Training Organisations (RTOs) and enterprises. The CVIG contains a comprehensive list of all products in the Training Package; mapping information which details the changes that have been made to the materials; regulation and licensing implications; and useful links to other information.
The endorsed Defence Training Package Release 5.0 is now available on training.gov.au

The proposed materials address priority skills needs for the Defence Industry.
