PUA Fire

Project scope

 

This project will review and update 3 qualifications, 29 associated Units of Competency and develop 3 new units for the following fire related job roles:

  • Field Liaison Officer
  • Liaison Officer (incident management)
  • Jurisdictional Liaison Officer (state control centre)

 

The review of qualifications and units are in response to the 2020 Bushfire Royal Commission recommendations relating to the interoperability of fire agency personnel and resources.

 

The new units are aimed at enhancing fire and emergency services capability, particularly in relation to resource sharing within and across jurisdictional boundaries.

 

This project will also address the skills and knowledge required to meet updated community safety regulations, industry skills requirements and changing community expectations.

 

VIEW CASE FOR CHANGE

 

The Public Safety Industry Reference Committee (IRC) will have oversight of this project, which will be facilitated by Australian Industry Standards (AIS) in consultation with industry stakeholders.  AIS is working with subject matter experts in the development of Training Package materials.

The Case for Endorsement and draft materials are due to be submitted by 31 August, 2022.

DRAFT MATERIAL

 

On behalf of the Public Safety Industry Reference Committee, its Technical Advisory Committee has updated 2 qualifications for the Fire project and would like your feedback.

 

The imported HLT unit has been updated to HLTAID011 Provide first aid and moved from the core to the electives in the Certificate II and Certificate III in Public Safety (Firefighting and Emergency Operations).

Please note the draft materials relating to the three new Units of Competency for Liaison job roles are now out for validation and are available in the Validation tab.

DRAFT MATERIAL

 

On behalf of the Public Safety Industry Reference Committee, its TAC has drafted three new Units of Competency and is requesting stakeholder feedback.

 

The new units are aimed at enhancing fire and emergency capability, particularly in relation to resource sharing within and across jurisdictional boundaries and are for the following job roles:

  • Field Liaison Officer
  • Liaison Officer
  • Jurisdictional Liaison Officer.

 

The TAC is also seeking comments related to whether these units can be combined and whether they could be included in the Diploma and Advanced Diploma for emergency management and/or fire qualifications, including recovery qualifications.

Quality Assurance

FINAL DRAFT CASE FOR ENDORSEMENT

 

The draft Training Package materials have undergone independent edit and quality assurance and have been updated to address skills required to help build Australia’s disaster resilience.

 

Three new Units of Competency have been developed and two qualifications updated to address the skills and knowledge for job roles of Field Liaison Officer, Liaison Officer working with an incident management team and Jurisdictional Liaison Officer working with a state control centre to improve the interoperability of fire agencies.

 

The Case for Endorsement is scheduled to be submitted to the AISC in August 2022.

 

 

Validation

On behalf of the Public Safety Industry Reference Committee, the Technical Advisory Committee has considered all stakeholder feedback and is now seeking validation of revised additional draft materials. The imported HLT Provide first aid unit has been updated and moved from the core to the electives in the Certificate II and Certificate III in Public Safety (Emergency and Firefighting Operations).

FINAL DRAFT MATERIAL

 

On behalf of the Public Safety Industry Reference Committee (IRC), its Technical Advisory Committee (TAC) has considered all stakeholder feedback and revised draft Training Package materials for the Fire project and would like your feedback.

 

Three new Units of Competency are aimed at enhancing fire and emergency capability, particularly in relation to resource sharing within and across jurisdictional boundaries and are for the following job roles:

  • Liaison Officer
  • Jurisdictional Liaison Officer.

 

These units have been included into the Certificate IV, Diploma and Advanced Diploma qualifications related to fire.

 

The Public Safety IRC is seeking your feedback to validate these draft materials to ensure the proposed products meet industry needs.

Endorsement

The Public Safety Training Package Release 5.0 has been endorsed by the Skills Ministers for implementation.

 

The Public Safety Industry Reference Committee has led the development of new and updated materials to address skills requirements for roles related to emergency care, emergency management and fire operations liaison.

 

Three new Units of Competency and two updated qualifications address the skills and knowledge for job roles of Field Liaison Officer, Liaison Officer. These roles work with an incident management team, and Jurisdictional Liaison Officer working with a state control centre to improve the interoperability of fire agencies.

 

The new units provide the standards for fire and emergency capability, particularly in relation to resource sharing within and across jurisdictional boundaries. These units have been included into the Certificate IV, Diploma and Advanced Diploma qualifications.

 

To support the delivery of the Training Package, a Companion Volume Implementation Guide (CVIG) has been developed to assist assessors, trainers, Registered Training Organisations (RTOs) and enterprises. The CVIG contains a comprehensive list of all products in the Training Package; mapping information which details the changes that have been made to the materials; regulation and licensing implications; and useful links to other information.

 

The endorsed Public Safety Training Package Release 5.0 is now available on training.gov.au.

At its meeting on 12 October the AISC approved the Public Safety Training Package Release for referral to Skills Ministers for endorsement.
