Project scope

 

This project will review and amalgamate the three Certificate IV qualifications in Transport and Logistics, Road Transport – Car Driving Instruction; Heavy Vehicle Driving Instruction; and Motorcycle Riding Instruction.

 

This project will also develop two new Skill Sets, review one Skill Set and review nine associated Units of Competency to ensure the skills and knowledge requirements contained in the qualification address State and territory regulations for driving and riding instructors.

 

This project will facilitate a more aligned pathway for driver trainers and enable mobility of vehicle instructors across multiple driver training sectors. Driver and rider training also improves productivity for enterprises along with improved road safety for all users.

VIEW CASE FOR CHANGE

 

The Transport and Logistics IRC will have oversight of this project, which will be facilitated by Australian Industry Standards (AIS) in consultation with industry stakeholders. A Technical Advisory Committee (TAC) will be formed to provide subject matter expertise for the development of Training Package materials.

TAC Established

 

9 AUGUST 2021

 

The Transport and Logistics Industry Reference Committee has established a Technical Advisory Committee (TAC) for this project.

 

Comprising 18 subject matter experts from Transport and Logistics Industry enterprises, RTOs, regulators, and driving instructors, the TAC has been tasked with:

  • Providing specialist industry subject-matter knowledge regarding car driving and heavy vehicle driving instruction, and motorcycle riding instruction to the review of the three Certificate IV qualifications in Transport and Logistics, Road Transport – Car Driving Instruction; Heavy Vehicle Driving Instruction; and Motorcycle Riding Instruction. The project will also develop two new Skill Sets, review one Skill Set and nine associated Units of Competency to ensure the skills and knowledge requirements contained in the qualification address State and territory regulations for driving and riding instructors
  • Validating the technical content of the Training Package products
  • Identifying relevant qualitative and quantitative data sources to inform the development of draft materials
  • Reviewing feedback from stakeholders through public consultations
  • Assisting in identifying and engaging broader industry networks to participate in consultation and/or validation activities during the duration of the project
  • Offering advice and guidance to assist in informing the direction of the project throughout its duration
  • Making recommendations on the developed Training Package materials to the relevant IRC, which has the final decision-making authority.

 

The first meeting of the TAC is scheduled for Wednesday, 25 August 2021.

On behalf of the Transport and Logistics Industry Reference Committee, the TAC has drafted materials for this project and is requesting stakeholder feedback.

 

TLI Driving Instruction project includes two new Skill Sets and nine Units of Competency.

FINAL DRAFT CASE FOR ENDORSEMENT

 

The draft Training Package materials have undergone independent edit and quality assurance. 

 

Certificate IV qualifications in Transport and Logistics, Road Transport – Car Driving Instruction; Heavy Vehicle Driving Instruction; and Motorcycle Riding Instruction have been amalgamated to one qualification, Certificate IV in Driver Training.  The qualification now includes three specialised streams. 

 

The Case for Endorsement is scheduled to be submitted to the AISC by 30 June 2022 

 

 

Validation

FINAL DRAFT MATERIAL

 

On behalf of the Transport and Logistic Industry Reference Committee, the Technical Advisory Committee has considered all stakeholder feedback and is now seeking validation of revised draft materials one Qualification, nine updated Units of Competency and three new Skill Sets.

 

The Certificate IV in Motor Vehicle Driver Training is an amalgamation of the existing Certificate IV qualifications in Transport and Logistics, Road Transport – Car Driving Instruction; Heavy Vehicle Driving Instruction; and Motorcycle Riding Instruction. The qualification now includes these specialised streams.

 

These changes will facilitate a more aligned pathway for driver trainers and enable mobility of vehicle instructors across multiple driver training sectors.

 

Please note that these materials address the skills and knowledge requirements of driver trainers and not those of learner drivers.

Endorsement

27 OCTOBER 2022

 

The Transport and Logistics Training Package (Release 13) has been endorsed by the Skills Ministers for implementation.

 

The Transport and Logistics Industry Reference Committee and Rail Industry Reference Committee, with support from its Technical Advisory Committees, led the development of new and revised materials to address priority skills needs related to mobile crane operations, driving instruction, and rail safety management.

 

A Certificate IV in Motor Vehicle Driver Training has been developed, amalgamating Certificate IV qualifications in Transport and Logistics, Road Transport – Car Driving Instruction; Heavy Vehicle Driving Instruction; and Motorcycle Riding Instruction. The qualification now includes these specialised streams to facilitate a more aligned pathway for driver trainers and enable mobility of vehicle instructors across multiple driver training sectors.

 

The Units of Competency have been strengthened to ensure a higher level of driving instruction skills and knowledge requirements.

 

To support the delivery of the Training Package, a Companion Volume Implementation Guide (CVIG) has been developed to assist assessors, trainers, Registered Training Organisations (RTOs) and enterprises. The CVIG contains a comprehensive list of all products in the Training Package; mapping information which details the changes that have been made to the materials; regulation and licensing implications; and useful links to other information.

 

The endorsed TLI Transport and Logistics Training Package Release 13.0 is now available on training.gov.au
