TLI (Rail) Passenger Train Guard
Project scope
The Rail Industry Reference Committee (IRC) has proposed a project to review the Certificate III Electric Passenger Train Guard Qualification and to develop a stream that caters for the diesel mode of power train guards or on-board Customer Service roles. The review will also incorporate relevant technologies that have been incorporated into these job roles.
Increasing public demand for rail transport and the various types of rail powered passenger options has led to industry requesting the addition of a stream for diesel powered passenger train guards to be added to the existing qualification. New technologies in use by rail operators will also be included into the Units of Competency where applicable. The differing skills required between the electric and diesel modes of power will be addressed in the qualification review.
The Rail IRC will have oversight of this project, which will be facilitated by Australian Industry Standards (AIS) in consultation with industry stakeholders. A Technical Advisory Committee (TAC) will be formed for this project.
Deliverables
- Development of up to 10 new Units of Competency
- Review 9 existing Units of Competency
- Update imported Units of Competency where applicable
Timeline
The Case for Endorsement is expected to be submitted to the Australian Industry and Skills Committee by 30 June 2020.

Summary of development
Draft units, skill sets and/or qualifications are developed in consultation with Subject Matter Experts and industry stakeholders.
Initial drafting of Training Package material (Units of Competency, Skill Sets and/or qualifications) is being undertaken by a Technical Advisory Committee established by the IRC. Comprising people with diverse expertise and experience in Rail Passenger Train Guard, it has ensured that the draft Units are informed by the needs of industry.

Endorsement

The Transport and Logistics Training Package (Release 7.0) has been endorsed for implementation.
The approved Transport and Logistics Training Package (Release 7.0) is now available on training.gov.au.
The revised Training Package addresses new technologies and skill requirements of Network Control, Passenger Train Guard & Network Fault Support operators.
The Certificate IV in Rail Network Control and the Certificate IV in Tram/Light Rail Control qualifications have been amalgamated into a single qualification for network controllers, enabling workforce mobility across rail and light rail sectors. The Certificate III Passenger Train Guard Qualification now caters for train guards operating on either diesel or electric trains.
New Skill Sets and two Units of Competency have been created to better equip remote first line responders to quickly remedy conventional network faults and system breakdowns, and to provide remote respondents the skills and knowledge to remedy unconventional network faults and system breakdowns related to rail vehicles.
