Project scope

 

This project will develop four new Units of Competency and three Skill Sets to address skills requirements for control room operations relating to power generation in both fossil fuels and renewable energies, encompassing automated control systems.

 

The transition to renewable energy has led to changes in the skills requirements of workers and a growing need for workforce mobility across the generation industry. The workforce needs to be upskilled and retrained in the operation and maintenance of existing and emerging renewable technologies and be able to adapt to new systems and processes.

 

There is an opportunity for some sectors to transition workers from fossil fuels to renewables. The predicted closures of coal fired plants nationally will present challenges in addressing skills gaps and reskilling individuals.

 

A new generation of energy operators working with new energy generation approaches will require a range of new skills that vary depending on the method of generation.

 

VIEW CASE FOR CHANGE

 

The ESI Generation IRC will have oversight of this project, which will be facilitated by Australian Industry Standards (AIS) in consultation with industry stakeholders. A Technical Advisory Committee (TAC) will be formed to provide subject matter expertise for the development of Training Package materials.

Timeline

TAC Established

 

19 OCTOBER 2021

 

The UEP Industry Reference Committee has established a Technical Advisory Committee (TAC) for this project.  

 

Comprising five subject matter experts from Industry, RTOs and the regulator, the TAC has been tasked with: 

  • Providing specialist industry subject-matter knowledge regarding Control Room Operations for the development of new Units of Competency and Skill Sets 
  • Validating the technical content of the Training Package products 
  • Identifying relevant qualitative and quantitative data sources to inform the development of draft materials 
  • Reviewing feedback from stakeholders through public consultations 
  • Assisting in identifying and engaging broader industry networks to participate in consultation and/or validation activities during the duration of the project 
  • Offering advice and guidance to assist in informing the direction of the project throughout its duration 
  • Making recommendations on the developed Training Package materials to the relevant IRC, which has the final decision-making authority. 

 

The first meeting of the TAC is scheduled for 19 Oct 2021.

DRAFT MATERIALS

 

On behalf of the UEP Industry Reference Committee, the TAC has drafted materials for this project and is requesting stakeholder feedback.

 

The draft materials address skills requirements for control room operations relating to power generation in both fossil fuels and renewable energies, encompassing automated control systems.

 

Feedback closed Wednesday, 16 February 2022.

 

Feedback will be collated and discussed at the next TAC meeting.

Quality Assurance

FINAL DRAFT CASE FOR ENDORSEMENT

 

The draft Training Package materials have undergone independent edit and quality assurance. They include five new Units of Competency and three new Skill Sets to address skills requirements for control room operations relating to power generation in both fossil fuels and renewable energies, encompassing automated control systems.  The newly developed Units of Competency have been incorporated into Certificate III in ESI Generation.

 

The Case for Endorsement is scheduled to be submitted to the AISC in July.

 

 

Validation

10 MARCH 2022

FINAL DRAFT MATERIAL

 

On behalf of the ESI Generation Industry Reference Committee, it’s Technical Advisory Committee (TAC) has considered all stakeholder feedback and is now seeking validation of revised draft materials including five new Units of Competency and three new Skill Sets.

 

A new generation of energy operators working with emerging energy generation approaches will require a range of new skills that vary depending on the method of generation.

 

The draft materials address skills requirements for control room operations relating to power generation in both fossil fuels and renewable energies, encompassing automated control systems.

 

The TAC has recommended that the 5 new units be included as electives in UEP30122 Certificate III in ESI Generation which has been approved by the AISC and is currently awaiting Ministerial approval.

 

Feedback closed Monday, 28 March 2022.

 

Feedback will be collated and discussed at the next TAC meeting.

Endorsement

14 DECEMBER 2022

 

The ESI Generation Training Package (Release 3.0) has been endorsed by the Skills Ministers for implementation.

 

The ESI Generation Industry Reference Committee has led the development of five new Units of Competency and three new Skill Sets.

 

These materials address skills requirements for control room operations relating to power generation in both fossil fuels and renewable energies, encompassing automated control systems. The five new units have been included as electives in UEP30122 Certificate III in ESI Generation.

 

The transition to renewable energy has led to changes in the skills requirements of workers and a growing need for workforce mobility across the generation industry. The workforce needs to be upskilled and retrained in the operation and maintenance of existing and emerging renewable technologies and be able to adapt to new systems and processes.  The new units and Skill sets will assist workers in transitioning from fossil fuels to renewables.

 

Two qualifications, UEP50322 – Diploma of ESI Generation (Maintenance) and UEP50422 Diploma of ESI Generation Maintenance – Electrical Electronic have been deleted due to zero enrolments and superseded imported units within the ESI Generation Training Package have been updated.

 

To support the delivery of the Training Package, a Companion Volume Implementation Guide (CVIG) has been developed to assist assessors, trainers, Registered Training Organisations (RTOs) and enterprises. The CVIG contains a comprehensive list of all products in the Training Package; mapping information which details the changes that have been made to the materials; regulation and licensing implications; and useful links to other information.  

 

The endorsed Training Package Release is now available on training.gov.au

  • UEPOPS152 Operate Renewable Wind, Solar and Hydro systems 

 

 

Approval

At its meeting on 12 October 2022 the AISC approved the ESI Generation Training Package Release 3 for referral to Skills Ministers for endorsement.

The ESI Generation Industry Reference Committee has submitted the Case for Endorsement and draft Training Package materials have been submitted to the Australian Industry and Skills Committee (AISC) for consideration at its meeting on 12 October 2022.
