UET Power and Network Systems
Project scope
The Power and Network Systems project will review six qualifications and 104 Units of Competency that have not been revised since 2012. The project will also develop one new unit to encompass changes in the processes of working with live lines. The review and development of these are essential to ensure the qualifications reflect contemporary industry practices and work methods incorporating the connections to Distributed Energy Resources (DER), management and infrastructure of electricity networks, Energy Networks Australia (ENA) guidelines, and management and safety practices for substations.
The project will focus on the Electricity Supply Industry’s need to ensure the workforce is skilled to manage and support the evolving energy networks within Australia. This includes accounting for transformation of the grid into a platform for new products and services – rapidly connecting new technologies, while delivering safe, reliable and affordable supply across Australia.
Review and development of the materials will coincide with the Electricity Network Transformation Roadmap to cover electricity networks being decentralised, customers taking control of their energy use, and DERs such as solar PVs, battery storage, and wind generating units connecting to the electricity grid. For Australia to connect to these new energy sources, the national electricity grid needs to be maintained and expanded with greater connectivity of grids on a broader scale. These projects will play a key role in COVID-19 economic recovery.
The ESI Transmission, Distribution and Rail IRC will have oversight of this project, which will be facilitated by Australian Industry Standards (AIS) in consultation with industry stakeholders. A Technical Advisory Committee (TAC) will be formed to provide subject matter expertise for the development of Training Package materials.

The ESI Transmission, Distribution and Rail Industry Reference Committee has established a Technical Advisory Committee (TAC) for this project.
Comprising of eighteen (18) subject matter experts from Industry, RTOs and Peak Bodies the TAC has been tasked with:
- Providing specialist industry subject-matter knowledge regarding the Electricity Supply Industry’s need to ensure the workforce is skilled to manage and support the evolving energy networks within Australia
- Reviewing six qualifications and 104 Units of Competency
- Validating the technical content of the Training Package products
- Identifying relevant qualitative and quantitative data sources to inform the development of draft materials
- Reviewing feedback from stakeholders through public consultations
- Assisting in identifying and engaging broader industry networks to participate in consultation and/or validation activities during the duration of the project
- Offering advice and guidance to assist in informing the direction of the project throughout its duration.
- Making recommendations on the developed Training Package materials to the relevant IRC, which has the final decision-making authority
The first meeting of the TAC is scheduled for Wednesday, 18 August 2021.

On behalf of the ESI Transmission, Distribution and Rail Industry Reference Committee, its Technical Advisory Committee (TAC) has drafted Training Package materials for the Power and Networks Systems project and welcomes your feedback.
The TAC has reviewed and updated six existing qualifications and 104 Units of Competency. In addition, it has drafted two new units which address the skills and knowledge required to safely maintain energised rail traction networks, and the design and interface of distributed energy resources with electricity networks.
In undertaking the detailed review, the TAC felt it necessary to merge and delete 34 Units of Competency and 3 qualifications to streamline and reduce duplication to better reflect industry needs. The “Information for Public Consultation” document provides the rationale for the proposed deletions and the additional two new draft Units.
The draft materials reflect contemporary industry practices, and your feedback is important to ensure they are fit for purpose to enable the development of a skilled and agile workforce.

FINAL DRAFT CASE FOR ENDORSEMENT
The draft Training Package materials have undergone independent edit and quality assurance and have been updated to reflect contemporary industry practices, ENA Guidelines, management and infrastructure of electricity networks and work methods relating to design, systems operations, testing, metering, live line, switching, rail traction, specialised cable jointing, drafting, protection and substations. The two new Units of Competency, address changes in the processes for maintaining and measuring live lines for the rail traction industry, the other addresses emerging skills required to assess DER connections to the distribution network, in the electricity supply industry (ESI).
The Case for Endorsement is scheduled to be submitted to the AISC in June.

The UET Transmission, Distribution and Rail Training Package Release 4.0 has been endorsed by the Skills Ministers for implementation.
The ESI Transmission, Distribution and Rail Industry Reference Committee (IRC) has led the development of four new Units of Competency, one new Skill Set, and updated three qualifications and 79 Units of Competency.
This project has resulted in the development of two new Units of Competency and updates to three existing qualifications and 68 units to reflect contemporary industry practices.
The review and development of these were essential to ensure the qualifications reflect contemporary industry practices and work methods incorporating the connections to Distributed Energy Resources (DER), management and infrastructure of electricity networks, Energy Networks Australia (ENA) guidelines, and management and safety practices for substations.
The new units address the skills needs for maintenance of energised rail traction networks, and the design and interface of distributed energy resources within electricity networks.
The project focused on the ESI’s Industry’s need to ensure the workforce is skilled to manage and support the evolving energy networks within Australia.
To support the delivery of the Training Package, a Companion Volume Implementation Guide (CVIG) has been developed to assist assessors, trainers, Registered Training Organisations (RTOs) and enterprises. The CVIG contains a comprehensive list of all products in the Training Package; mapping information which details the changes that have been made to the materials; regulation and licensing implications; and useful links to other information.
