UET Transmission Structures

Project scope

 

The Transmission Structures project will review the Certificate II in Transmission Structure and Line Assembly and five Units of Competency in the Electricity Supply Industry Transmission, Distribution and Rail Training Package The project will address changes to work methods including incorporating the connection to Distributed Energy Resources (DER), the use of licenced equipment and safety practices that have not been updated/reviewed since 2012.

 

This work is integral to the large-scale Electricity Interconnector projects, including Project EnergyConnect, the Victoria New South Wales Interconnector (VNI) minor and HumeLink, who require a workforce skilled in the safe operation and installation of transmission structures incorporating DERs.

 

VIEW CASE FOR CHANGE

 

The ESI Transmission, Distribution and Rail IRC will have oversight of this project, which will be facilitated by Australian Industry Standards (AIS) in consultation with industry stakeholders. A Technical Advisory Committee (TAC) will be formed to provide subject matter expertise for the development of Training Package materials.

The ESI Transmission, Distribution and Rail Industry Reference Committee has established a Technical Advisory Committee (TAC) for this project.

 

Comprising of eight (8) subject matter experts from Industry and RTOs the TAC has been tasked with:

  • Providing specialist industry subject-matter knowledge regarding the proposed changes to work methods including the use of licenced equipment and safety practices that have not been updated/reviewed since 2012
  • Reviewing one qualification in the Transmission, Distribution and Rail Training Package, UET20419 Certificate II in Transmission Structure and Line Assembly and five Units of Competency
  • Validating the technical content of the Training Package products
  • Identifying relevant qualitative and quantitative data sources to inform the development of draft materials
  • Reviewing feedback from stakeholders through public consultations
  • Assisting in identifying and engaging broader industry networks to participate in consultation and/or validation activities during the duration of the project
  • Offering advice and guidance to assist in informing the direction of the project throughout its duration.
  • Making recommendations on the developed Training Package materials to the relevant IRC, which has the final decision-making authority

 

The TAC held its first meeting on Thursday, 5 August 2021.

SUBJECT MATTER EXPERTS NEEDED

 

Work on this project has commenced and the ESI Transmission, Distribution and Rail IRC is forming a Technical Advisory Committee (TAC).

 

Your industry expertise and insight are welcome to help review and develop Training Package materials to:

 

Review one qualification in the Transmission, Distribution and Rail Training Package, UET20419 Certificate II in Transmission Structure and Line Assembly and five Units of Competency. Consultation

 

25 AUGUST 2021

DRAFT MATERIAL

 

On behalf of the ESI Transmission, Distribution and Rail Industry Reference Committee, the TAC has drafted materials for this project and is requesting stakeholder feedback.

 

The draft materials include a change to the qualification title from Certificate II in Transmission Structure and Line Assembly to Certificate II in Transmission Line Construction to accurately reflect the occupational outcome. It also includes updated packaging rules and the removal of weighting points.

 

Three Units of Competency related to constructing transmission structures have been updated to address current work and safety practices.

 

In addition, the Technical Advisory Committee has proposed to delete the following Units of Competency:

  • UETDRTO003Y Establish and reinstate a transmission structure work site (replacing UETTDRTP22 Establish and reinstate a power systems transmission structure work site) – The unit was not deemed as a standalone task, and the content of the unit has been incorporated into other units in the Certificate II in Transmission Line Construction to align with job roles.
  • UETDRTO014Y Set-up and install transmission structure stubs (replacing UETTDRTP28 Set-up and install transmission structure stubs) – The tasks within the unit are carried out by engineers and is a duplication of content from other Training Packages.

 

Feedback closed Wednesday, 22 September 2021.

 

Feedback will be collated and discussed at the next TAC meeting.

Quality Assurance

 

9 DECEMBER 2021

 

The draft Training Package materials have undergone independent edit and quality assurance and have been updated to address skills required for contemporary industry and safety practices for Transmission Line Construction workers.

 

The Case for Endorsement is scheduled to be submitted to the AISC in April 2022.

 

Validation

 

29 OCTOBER 2021

 

On behalf of the ESI Transmission, Distribution and Rail Industry Reference Committee, its Technical Advisory Committee has considered all stakeholder feedback and revised draft Training Package materials for the Transmission Structures project.

 

The materials include an update to the Certificate II in Transmission Line Construction and three Units of Competency to accurately reflect the occupational outcome, and to address current work and safety practices.

 

In addition, the Technical Advisory Committee has proposed to delete the following Units of Competency:

  • UETDRTO003 Establish and reinstate a transmission structure work site – The unit was not deemed as a standalone task, and the content of the unit has been incorporated into other units in the Certificate II in Transmission Construction Line to align with job roles on the site.

Endorsement

The UET Transmission, Distribution and Rail Training Package Release 3.0 has been endorsed by the Skills Ministers for implementation.

 

The ESI Transmission, Distribution and Rail Industry Reference Committee has updated three Units of Competency related to constructing transmission structures to address current work and safety practices.

 

The title of the Certificate II in Transmission Structure and Line Assembly has been changed to Certificate II in Transmission Line Construction to accurately reflect the occupational outcome. The qualification includes updated packaging rules and the removal of weighting points.

 

This revised qualification will assist workforce development for large-scale Electricity Interconnector projects, including Project EnergyConnect, the Victoria New South Wales Interconnector (VNI) minor and HumeLink, who require a workforce skilled in the safe operation and installation of transmission structures incorporating Distributed Energy Resources.

 

To support the delivery of the Training Package, a Companion Volume Implementation Guide (CVIG) has been developed to assist assessors, trainers, Registered Training Organisations (RTOs) and enterprises. The CVIG contains a comprehensive list of all products in the Training Package; mapping information which details the changes that have been made to the materials; regulation and licensing implications; and useful links to other information.

 

The endorsed Training Package materials are now available on training.gov.au

Approval

At its meeting on 12 April 2022, the AISC approved the UET Transmission, Distribution and Rail Training Package Release 3.0 for referral to Skills Ministers for endorsement.

CASE FOR ENDORSEMENT SUBMITTED TO AISC

 

The ESI Transmission, Distribution and Rail Industry Reference Committee has submitted the Case for Endorsement and draft Training Package materials have been submitted to the Australian Industry and Skills Committee (AISC) for consideration at its meeting on 12 April 2022.

If approved, this Case for Endorsement for this Training Package release will result in an update to a Qualification and three Units of Competency. It also includes the deletion of two Units of Competency.
